The Royal Borough of Greenwich is located in southeast London, known for its rich maritime history, stunning riverside views, and vibrant cultural scene. It combines historical significance with modern development, making it a diverse and dynamic area.

Greenwich has a long and well established history, a royal palace had existed before the C15th, but the Tudors firmly established the history of Greenwich as a Royal Palace and hunting grounds. Maritime Greenwich was inscribed as a UNESCO heritage site and attracts many visitors to the historic centre and park.

North Greenwich is home to the iconic Millennium Dome, which can also be accessed by air with the cable car across the Thames.

Outside of the main centre of Greenwich, the borough is comprised of a mixture of areas with a mixture of urban, suburban and even village centre characteristics, such as Charlton and Blackheath. The proximity to the centre of London and expansive green spaces makes it a desirable place to live.

The borough faces significant opportunities for change and development. North Greenwich is in the midst of investment and development, bringing new residential, commercial and leisure opportunities to the area, such as the new Design District for the city. The area of Woolwich is also undergoing significant regeneration.

The borough also has significant planning challenges and constraints. Key issues in the borough are mitigating flood risk, risk to heritage assets and designated open space and green belt. The Thames Barrier to the north of the borough is vital for ensuring London's flood resilience and needs constant monitoring and updating.

The Local Plan informs the policies which guide development across the borough, this includes residential, commercial, parks and other public infrastructure. These policies are important to decide whether to approve planning applications.

The Local Plan was adopted in 2014. The borough is producing a new Local Plan which will cover the period 2021 to 2036. Find more information and follow the progress of the Draft Local Plan online

As well as its UNESCO status, the Royal Borough of Greenwich has over 150 listed buildings and structures, over 500 locally listed buildings and structures, 23 conservation areas, four registered historic parks and gardens, and 4 scheduled ancient monuments.

Details of the locally listed and statutory listed heritage assets in the borough can be found online.

Article 4 Directions

Article 4 Directions enable a local authority to remove certain permitted development rights. This means that for the specified development a planning application will need to be submitted.

The borough has article 4's in place for some of the conservation areas in the borough. There is an article 4 for changes in use from dwelling house to a HMO across the whole of the borough. There is also an article 4 in place across retail areas in Greenwich for change of use from Class E (commercial) to Class C3 (dwellinghouse). There is more detail on the borough's website
