The London Borough of Newham is located in East London, bordered by the River Thames to the south and adjacent to several boroughs, including Tower Hamlets, Barking and Dagenham, and Redbridge.

Home to approximately 350,000 residents, Newham is one of the most ethnically diverse boroughs in London, featuring a vibrant mix of cultures and communities, with a significant number of families and young professionals.

Key areas in Newham include Stratford, Canning Town, and Forest Gate. The area home to London City Airport and is well served by TfL underground, overground and National Rail networks as well as local bus routes and cycle paths.

Newham is home to the Crystal, situated in the Royal Docks, which became the new City Hall for the GLA in 2022, after the GLA vacated the old City Hall near Tower Bridge in 2021.

There are a significant number of cultural and leisure facilities in the area, including Olympic Park and Westfield. As part of the ambitions to create a cultural hub in Stratford, there have been significant relocations and investments in the area. With developments including V&A East, Sadler's Wells, the London College of Fashion, and University College London East opening new locations in Stratford.

A significant portion of the London Legacy Development Corporation lies in Newham, which at the end of 2024 will regain planning powers over the area following from the Olympic games and legacy projects.

The borough faces significant opportunities for change and development. The LLDC have brought significant development to the area but also reduced the powers for the council in this area. Stratford and the Royal Docks are undergoing significant regeneration with new cultural and educational projects, as well as commercial and residential developments.

The borough also has significant planning challenges and constraints. Key issues in the borough are mitigating flood risk, risk to heritage assets and designated open spaces. As the area is facing a significant increase in housing and development, there is a pressure for the existing infrastructure in the borough to be maintained in line with this. The Thames Barrier to the south of the borough is vital for ensuring London's flood resilience and needs constant monitoring and updating.

The Local Plan was adopted in 2018.

The London Borough of Newham has over 100 listed buildings and structures, many locally listed buildings and structures, 9 conservation areas, and 2 scheduled ancient monuments.

Details of the locally listed and statutory listed heritage assets in the borough can be found online.

Article 4 Directions

Article 4 Directions enable a local authority to remove certain permitted development rights. This means that for the specified development a planning application will need to be submitted.

The borough has article 4's in place for some of the conservation areas in the borough. There is an article 4 for changes in use from dwelling house to a HMO across the majority of the borough. There is more detail on the borough's website
