The borough faces significant opportunities for change and development. The borough has planned for densification of the south of the borough, as well as new cycle and pedestrian routes. 

The new local plan faced significant backlash during it's adoption, as the plans for the majority of new housing in the borough were located in flood zones. There is also a significant amount of MOL and Green Belt in Waltham Forest.

Waltham Forest has an article 4 direction for converting Class E commercial units to residential across parts of the borough.
