Tower Hamlets benefits from strong transport links, with Central, Circle and District, Elizabeth and Jubilee lines, alongside overground and DLR. There are also ferry connections to the south of the borough and good bus networks.

The borough faces significant opportunities for change and development. The local council have identified significant areas for regeneration. 

The borough's population has increased drastically over the past decade, and is forecast to keep increasing, creating a challenge to meet the housing need in the area.

Article 4 Directions

Article 4 Directions enable a local authority to remove certain permitted development rights. This means that for the specified development a planning application will need to be submitted.

The borough has article 4's in place for some of the conservation areas in the borough. There is an article 4 for changes in use from dwelling house to a small HMO across the whole of the borough. There is also an article 4 in place across some parts of the borough for change of use from Class E (commercial) to Class C3 (dwellinghouse). There is more detail on the borough's website
